Plot planning is the crux of the issue, so definitely layout with images. The closest I've seen to this is http://gardenplanner.territorialseed.com/. I couldn't get very far with it because I don't know what I'm doing and the UI is not friendly at all. Curious if any serious gardeners have used it/liked it.

I worked on a database like this, long long ago, as an overgrown demo for a then-revolutionary camera. There should be a few cld be put to this cool task. Bonus: [sister app for?] plot layout, w/images.
